The second most popular cold-based villain in the DCU. A long-time foe of the Flash and leader of The Rogues. Really just a bank robber in a parka with a freeze gun but he’s interesting because he has sometimes been portrayed as having a sense of honor.
Similar to Mister Freeze, Cryonic Man wished to save his wife from dying by cryogenically freezing her. Cryonic Man debuted in the ’80s and battled Batman and the Outsiders after trying to steal organs from a Gotham City hospital. He hasn’t been seen in the main DCU since that failing effort.
To date, there have been three villains known as the Icicle. The original Icicle ( debuted in the 1940s, had a mischievous appearance, and functioned similarly to Captain Cold . The second Icicle’s run was extremely brief. He was the grandson of the original and had a more horrific, ghostly appearance. The most recent version of the Icicle is the son of the original and does not need any type of cold/freeze gun to use his powers. Both the first and third Icicle have been members of the Injustice Society.
Much like the Icicle, the name Killer Frost has a legacy attached to it as well. All three women to bear the name have acted primarily as foes for Firestorm and have the abilities to manipulate ice and cold.
A Yeti/human hybrid, Snowman battled Batman twice in the early ’80s before falling over a cliff in Tibet during the second battle. Powers included super-strength and cold & ice manipulation.
Speaking of snowmen… The Abominable Snowman made one appearance in 1973 to battle Superman in an attempt to destroy civilization.
Four men have taken on the mantle of the D-level villain Chillblaine over the years. Each one had been outfitted with some old Captain Cold gear and recruited by the Golden Glider (the sister of Captain Cold). They have all been the boyfriend/criminal partner of the Golden Glider and prone to failure.
Coldsnap is another cold-based villain that debuted against Batman and the Outsiders. He can also manipulate cold & ice and was a member of the Masters of Disaster alongside his girlfriend, Heatstroke.
Minister Blizzard is a pretty obscure Wonder Woman villain from the 1940s who has rarely been used since. He uses a climate control machine and cold gun to control snow and ice.
Another cold-based foe for Wonder Woman that also debuted back in the 1940s. The Blue Snowman is actually a woman in disguise who uses an army of blue robots and a “telescopic snow ray” as her weapon of choice, which emits blue snow and ice.
The ultimate ice villain. He may not have been the first, but he is certainly the best. Mister Freeze is one of Batman’s most interesting enemies as he is constantly searching for a way to bring his wife back to life, no matter what the cost.
